W. SCOTT RAILTON NEW COMMISSIONER OF FEDERAL JOB SAFETY COURT
W. Scott Railton has been appointed as a Commissioner of the Occupational Safety and Health Review Commission. President George W. Bush made the recess appointment last week.
President Bush nominated Mr. Railton in June to a term expiring in April 2007, on the independent, federal adjudicatory panel that resolves disputed job safety and health inspection cases. As a recess appointee, Mr. Railton may serve until the end of the next session of the Senate unless confirmed to the full term.
Mr. Railton leaves his position as a senior labor partner at the law firm of Reed, Smith, Shaw & McClay to return to the Review Commission. While employed at the Review Commission, from 1972 to 1977, he served as chief counsel to two agency Commissioners and, in 1975 and 1976, he also served as acting general counsel.
Prior to 1972, Mr. Railton worked for the U. S. Department of Labor. In that department, he served as assistant counsel for Occupational Safety and Health Administration litigation and as senior trial attorney for the Fair Labor Standards Administration.
Between graduation from law school and government service, Mr. Railton engaged in the private practice of law in Washington, D.C. and its metropolitan area at several law firms.
Mr. Railton graduated second in his class from the George Washington School of Law and was elected to the Order of the Coif. He earned his Bachelor of Science degree at the University of Washington, majoring in Electrical Engineering.
