JAMES M. STEPHENS IS NEW JOB SAFETY AND HEALTH COMMISSIONER

James M. Stephens will join the federal Occupational Safety and Health Review Commission (OSHRC) as a Commission member. His September 2002 nomination by President George Bush to the tribunal was approved by the Senate on November 14, 2002. He joins Chairman W. Scott Railton and Commissioner Thomasina V. Rogers on the three-member Review Commission.

Mr. Stephens’ term expires in April 2005. As a Commission member, he rules on cases brought to the independent adjudicatory agency that involve disputed job safety and health inspections. Those inspections are conducted by a separate agency, the U.S. Department of Labor’s Occupational Safety and Health Administration.

Formerly, Mr. Stephens was a member of the National Labor Relations Board (NLRB) from 1985 to 1995. He also served the NLRB as its Chairman from 1988 to 1994. Prior to his tenure at the NLRB, Mr. Stephens was majority labor counsel to the U.S. Senate Committee on Labor and Human Resources. Before that, he served as assistant and then associate minority labor counsel of the U.S. House Committee on Education and Labor. Prior to his appointment to the Commission, he served as Deputy Executive Director for the Office of Compliance in the U.S. Congress from 1995 to 2001.

Mr. Stephens earned his undergraduate degree at Ohio’s Wittenberg University, in Springfield, Ohio, and his law degree at Case Western Reserve University, in Cleveland, Ohio. He is admitted to the Ohio Supreme Court Bar and the United States Supreme Court Bar. He resides in Vienna, Virginia with his wife and two children.
