Respondent, Quick Roofing, LLC (Quick Roofing), is a construction company which in January 2023 was the roofing subcontractor at a new apartment complex being constructed in Winter Gardens, Florida. (Tr. 52; Exh. J-2 ¶¶ A(1)-(2)). On January 18, 2023, Quick Roofing employees were installing the roof of a three-story building when the Occupational Safety and Health Administration (“OSHA”) conducted a targeted inspection of the construction site. (Tr. 51).
