Sanderson Farms operates a chicken processing plant in Waco, Texas, that was built in 2006 (Tr. 96, 368). The plant uses anhydrous ammonia as a refrigerant to freeze the processed chickens. On January 11, 2017, Compliance Safety and Health Officer Willis Rogers began an inspection of the Waco plant.
