The\t\t\t\t\t\tcase was directed for review,\t\t\t\t\t\tbut the Commission\t\t\t\t\t\tsubsequently\t\t\t\t\t\tvacated the direction for review,\t\t\t\t\t\tso\t\t\t\t\t\tthe judge\u2019s decision\t\t\t\t\t\tbecame\t\t\t\t\t\tthe\t\t\t\t\t\tCommission\u2019s\t\t\t\t\t\tfinal, appealable order.\t\t\t\t\tAction Elec.
